Generally speaking, you really don't want to sit there plugging away at a shielded opponent with a normal dart weapon.
slow guns have problems
but anyway only shielded melee are a problem on that anyway after all you shoot shield goes down same goes for enemys so if there in melee pull your melee out stab them easy
and at the same time you aswell save under your shield vs guns
but there are aswell other ways around the shield toxic gas skills bypass shield same sniper that have toxic bullets so there bypass the shield to x%
and other stuff
Fluff-wise: Lasguns, in the DA world, have been ordained, by the Emperor, to have safety mechanisms installed that cause them to not fire at shielded targets.
Holtzman shields work by inversely affecting incoming projectiles or weapons. The faster the velocity of them the more the shield reduces their velocity, thus the slow blade can penetrate a shield.
This is also why your shields turn off for a moment when you fire out of them. Otherwise your guns would be useless.
So to get around that, the Emperor mandated that all laser weapons would refuse to fire into shields.
