I really can't see why it shouldn't be possible. If they simply don't allow mods it sounds like it an easy include.

Also, this is Beta, most won't be wasting time on building, they' just be ticking boxes and progressing through the journey's.

No, I'm quite happy to go play in the Deep Desert with everyone else and gather in the social hubs repeatedly jumping up and down or emote spamming.
I just want to be able to explore the world the designers created, without the blight of other players "houses"
What I can tell you with certainty is that private servers will never connect to official hubs. The biggest reason is the economy that they are, for better or worse, creating here. Private admins can spawn in deep desert drops and rush them to a hub and sell them for nearly nothing and ruin the ecosystem.
I will leave you with my personal thoughts as a long time host for my discord group for Conan Exiles- I hope they make private servers happen. From experiencing all facets of the the betas, multiplayer adds little to the base game other than making the world feel slightly less alone. No one even fights in the wrecked PVP zones, choosing to avoid each other. Mostly it comes down to seeing building and resource competition. If I can trade that for never getting queued out of my server, or getting logged out due to driving at speed into a cluster of player buildings that lag the whole server, yeah I am for it.
