What I have seen happen though is people decide to relocate bases and while they're doing that get eaten and lose -all- of their progress.
My suggestion?
The only time I got eaten by a sandworm so far was when I took an unecessary risk. I saw a ship crash, so I went to it and got caught out by a worm. Couldn't make it back to a rock on time and died.
Every other time worms have been a non-issue.
The only other time I realistically see people get eaten by worms is if they're moving to a new biome for the first time since you don't know the topography and might take a bad route. Either because there's too many dunes or because its just too far.
Its. . . core to the dune identity. You could say that it might be too punishing since its the only way to lose anything but if the sandworms weren't there then it wouldn't be dune.
And if the sandworms -are- there then you need to be able to interact with them. Admittedly, right now we don't have a lot of ways of doing that since the items that lure worms aren't available in the tiers of tech we have access to.
But I'm fairly sure everyone has had a close call at least the first time they go north. There's only one way north that is fairly straightfoward with no close calls and I don't think most people would take that route their first time with no prior map knowledge.
