Harkonnen isn't a race, it's the name of a noble house.

Their planet is Giedi Prime so the people born there would be Giedians. But technically that isn't a race either, we're all Earthers IRL but that's not our race.

Which is a farcry from the 90s when the majority would always pick the holiest or most noble side because what's wrong with you if you want to play as a villain. Times changed I guess.
