Exactly with the right instruments it can be done, but that takes work. I doubt they will be very sophisticated.
It's off topic though, doesn't matter what each of us likes, the game maker decides these, and not having both means less sales. I had to skip Cyberpunk, though I love the company, but just can't support first person mode (it's likely a medical thing, though I'm fine otherwise).
So I agree that options to have both is the ideal. May cost extra money, depends on engine, but not so much if it's done from day one. This game is almost done, so I don't know if would work well in first person.
Third-person works just fine, first-person just brings in more cheaters.
It's a classic case of cause and effect.
In first-person, your field of view is limited to what your character can physically see. That makes cheat tools like wallhacks (seeing enemies through walls) or ESP (Extra Sensory Perception) cheats (outlines, names, health bars through obstacles) much more impactful, because they give an unfair awareness that legit players don’t have.
And in third-person, everyone can already peek around corners and look over cover using the camera. In first-person, you can’t, so cheats that allow unnatural awareness give a bigger advantage, making them more desirable for cheaters.
First-person limits your natural awareness, so cheats that “see through walls” become way more powerful. That’s why cheaters love it.
So yeah, third-person is a good option, and Conan Exiles is third-person as well.
And hey, if it’s not your thing, there are tons of first-person shooters out there.
