You can do the open crew, but that always creates a new ship with random people and I wouldnt recommend it.
Yes, I know it sucks, and I think its the worst problem this game has.
Also no it doesn't always create a new ship. Sometimes it'll put me in another crew but it's generally not worth it regardless
The game will randomly put you in an open crew. It could be a fresh new crew waking up at an outpost. It could be a crew that is already doing a voyage in the seas. It could be crew that is in the middle of a fight with other pirates.
Open crew can be ♥♥♥♥. Meet a mix of newbies and experienced pirates. Often deal with griefers (who sabotage own crew/ship). And many pirates like to randomly leave mid-game. This applies even with crew recruited through SoT Discord.
But every now and then, open crew can be functional enough. Good luck.
