Hunters call emissary value not returning to zero

Is anyone else finding that emissary value is cumulative? Shouldn't it return to zero every time you sell the flag?

Emissary value gets reset at the beginning of every month, it's used to calculate what rewards you get for that faction every month.

Emissary grade, however, gets reset when you lower your flag.
