Why not do skeleton forts? The PvE process is similar in both skeleton forts and FotD. It's just TDM against multiple waves of skeletons and a boss on an island fort.
They've already included the core PvE events/voyages in Safer Seas.
Yet the evil company rare devs let's you do most of them in safer seas, they only limit the fire clouds because those are pvp bait for the real server.
Those fire clouds are not "half of the content".
In safer seas you can play all the game content except for the one specificaly designed to become a battlefield. You have the standard world events beause they want people to practice how to be efficient on those without taking the risk of being ambushed while still viable to farm alone if you need some gold.
