That you don't see other players is by design. It isn't a non-stop battle arena. You are captaining a ship on the open ocean with your own agenda. You will come upon another boat soon enough, or they will come upon you. And that is when the magic happens. What will you do? Will you fight? Will you run? Will you form an alliance?

"The servers are currently capable of holding up to 5 Ships at one time, with a maximum of 14 players total."

When emissary hunting, I actively find other player ships with 1 or more of the following methods:
  • Become a Reaper Emissary Grade 5 - All emissary ships will be visible to you on the map.
  • Play hourglass. - PvP on demand
  • Do siren song voyage, world events and/or Fort of the Damned. - These events tend to attract players' attention. They give more gold too.
  • Dive to a random voyage to check out another server.
  • Scuttle ship and change server until I see player ships on the map - Guild 5 emissaries, Reaper emissaries and Burning Blades crewed by pirates.

My friends reinstalled this game solely to play on Safer Seas, and I totally get it.

I'm not saying this game's PvE is groundbreaking, but there is something fun, and relaxing, about just sailing with 3 of your friends and going to random islands, picking stuff up, and not worrying about griefers or cheaters ruining our night.

And it's a tragedy that the devs don't understand that yet.

I would absolutely pay for access to private servers with FULL features, none of this Safer Seas restrictions stuff. Let me pay like 10$/month to host my own private server that I can share with my friends/community so we can play in peace.

This idea's free, btw. You can just take it and use it and make money without giving me a cent.

That number was 24 players 6 ships for the first 2 years.
24 players . . . 6 galleons . . .
Game is nothing but a shadow of its former self in so many ways.
The last two months have been the lowest player base on steam since launch. The devs are just letting the toxic gamers destroy the game by hamstringing safer seas with so many restrictions. Until they open up safer seas completely outside of PVP items this game will have no chance to recover.

Captaincy, Emissary, buying and selling cargo.
Even with these key features (not cosmetics) locked, Safer Seas is far superior.
It'll never be the main focus though, because they seem to care most about Streamers and Social Media and trying to be the next Fortnite. Safer Seas doesn't help them much there.
Yup as a few pointed out, I played a fairbit but just got sick of the griefers and pvp. Most the time I just want to sail around, relax do a quest or two and level up, it really isnt fun getting half way through a quest just to have your ship sunk by some toxic kids.

Safer Sea's, aka solo play was a good idea but I have no interest in trying it due to all the restrictions on what I can do. Limit on levels, lower rewards, no athena and 30% of what i should be getting in xp and plunder

If the devs just let us play solo or with friends without limiting what we can do or decreasing rewards I'd be sailing round right now instead I haven't played in donkies and I loved Monkey Island.

What a wasted purchase.
