What did this update actually change about Safer Seas?
Obviously it changed the gold and reputation rewards up to 100% instead of only 30% and they reduced the max reputation you can reach to 25 instead of 40, I understand that. But what does the third part mean?

"While players who choose to remain on Safer Seas will be unable to climb all the way to Pirate Legend, they are still free to take on the Voyages to which they already have access and will continue to earn the same gold rewards as on High Seas."

The way I read this I thought it meant you can do Athena's and Special voyages in Safer Seas, specifically because of the part I put in bold, but you can't. So what has it actually changed?

You can still do the level 30 voyages and stuff is all, it's very annoying

Various voyages are locked behind higher reputation levels.

Although Safer Seas doesn't give reputation levels beyond Level 25, u can still access the Skelly fleet (Level 40 raid voyage), as long as you have fulfilled the required reputation levels.
