Edit: Biggest discount for USD was also 65%.
The game was almost always 50$ CAD, and the discount almost always 50% (so 25$ CAD).
The time the discount was 65%, the discounted price was also 25$ CAD, but the "regular" price was at 70$ CAD (it was increased a few weeks before that sale).
The regular non-discounted price is back to 50$ CAD now.
The 65% discount in USD was at the same time, but in the case of the USD, the "regular" price did not change. I lasted only a few days, I am pretty sure it was a mistake.
I bought the game on the Microsoft store directly, and even there I never saw it lower than 50% (25$ CAD).
But all of that does not even matter. Even if there was one time where the discount was 90%, there is no way that it means that each time there is a sale they have to match that price.
The current sale is not related to the anniversary event. It's the annual Steam Spring sale.
SoT is frequently on sale at -50%. Whether or not it will return at -65% is unknown.
SoT base price has remained the same in most currencies, but increased in several currencies, including Canadian Dollar, Brazilian Real, British Pound, Chinese Yuan and Vietnamese Dong (non-exhaustive list), Some of these currencies had price changes multiple times.
I'm not sure what prompted those base price changes. Probably has to do with macroeconomic factors, like exchange rates and consumers' purchasing power.
True, it's just a tad weird. It's not something I have ever noticed on any other game ever.
