To have more, you need to have multiple ships server hopping until you're on the same one. Then you can always alliance up and pile on to one ship. Bear in mind your allies won't get 100% of the gold and rep, though.
I've had to do this a couple of times when we had 6 people. 2 brigs worked nicely, even without piling them all up on one ship.

Depending on your luck you could land on the same server immediately... or you could be trying for hours.
Putting the Reaper's Mark flag up on both ships will help you to find out if you're on the same server faster, because you can have a quick look at the map.

2. The alliance-forming, fill available slots method:
Start by playing separately but remain in the same vc. So 4 of us on a galleon in a random server, the rest of us on a sloop/brigantine in a different server. Usually the galleon would play as Reaper V, doing world events or FotD. Reaper V lets us see other ships. World events attract lots of treasure-hungry pirates. When we meet other ships, we ask if they have a slot. Many ships sail without full crew. If they have a slot, we ask them to invite a guildie and form an alliance. If they don't have a slot, we wait till they log off and a slot appears.
It depends a lot on luck - whether you find other friendly ships with slots available. The good thing about this method is - we immediately started playing, even if separately at first. No need to spend time setting sail repeatedly to get into the same server.
Even if you have two ships, you can all be on just 1 galleon. Prioritize the safety of those who are not the crew of the galleon. If they die, they'll respawn on their ship.
To avoid server hopping, me and a friend who wanted to play together without having to be on the same ship. We both went to do PVP at the exact same time, more often than not got matched up together then when in the same room one of us closed the game and reloaded. The game then asked us if we wanted to resume it upon loading up the game, accept it and we play together. It might be a way to add in other friends with other ships without having to luck out server hopping.
