It sounds like you're looking for ways to identify who's active in your guild.
My list of guild members is sorted in alphabetical order. So their order isn't helpful.
Try looking at guild chronicles. Guild chronicles shows who set sail with a guild ship recently. Guild gains reputation levels only when members set sail on guild ships. Guild gains emissary value only when members set sail on guild ships and raise guild emissary flag.
Try looking at guild members' xbox profiles. You can search for them by their gamertags. Some of their xbox profiles have public game information. So you can see if they sailed or unlocked a Sea of Thieves achievement recently.
When you remove inactive members, I suggest that you should send them a message to:
1) explain what you're doing and why you're removing them from the guild - because you're making space for new active members, and
2) ask them to let you know when you're back - so you can re-invite them when they're back.
