They could've added it to safer seas but lock the commendations to high seas. But it doesn't matter either way.

And yeah agree it could be on safer sea, pvp in that game is full of that guy and it's so boring and it's getting old so so fast.

Seeing as it's a ship you have the opportunity to control and potentially use to verse players, it makes sense that it's only limited to the high seas. Just would make things too easy using it on the npcs in safe seas, lol :D
