What you're suggesting will make the game unnecessarily harder for newer players.
I know of "endgame" players focused 100%-ing achievements. So they know all sorts of bilge rat "trivia" about the game. They still play every now and then, for monthly ledgers, or just for fun, or just play with different people. Different team play dynamics and different ways of dealing with the strangers we meet in the seas.
I remember meeting a 10k hour pirate who simply talked my crew into joining them for a SoT shot entry. Yes that's SoT in-game screenshot competition / SoT photography. We didn't win though, sadly. The old pirate was telling us that he's lacking the cosmetics from winning these competitions. Everything else was almost done, even the rare meg. But I think he was around when it was easier to unlock the rare meg thing.
Regarding the @OP, there are plenty of people who do play long-term because they enjoy either the pvp, meeting & interacting with new crews, commendation hunting or simply sailing around doing stuff and continuing to enjoy the beautiful graphics.
Meaningless grind for the easily addicted.
the game was fun to play for a while but there's only so much meaningless pvp that appeals to me. if i'm not gaining resources or losing them and there's no depth or challenge to maintaining my ship or items then the game needs to have superb mechanics to keep me playing. it's ok mechanically but is nowhere near good enough to hold my attention with only the mechanics. the appeal of a pirate game is more than sailing. it's plundering and amassing a horde of wealth and ironically you can't do that in SoT. there's nothing to plunder or lose. gold is only for cosmetics and so basically it doesn't even exist. the sailing is fun but it's not enough on it's own. the pvp has no risk or reward. for example a couple days before i quit i had an open crew with someone and we sunk i think either 4 or 5 ships together and killed the boarders like a ridiculous amount of times without losing our ship and even with all that it really didn't amount to anything. losing a ship means nothing. there's nothing to gain or lose. the loot from the ships didn't matter. the kills didn't matter. we gained nothing for the time spent. the combat isn't that much fun on it's own to keep doing it. if this game had an economy it would be at the top of my list but without one it's not worth playing long-term.
it's fun for a while but once you hit endgame there's nothing left. there's no reason to play.
The end game is the same as the beginning game. Go out there, bump into other people, sink them, help them, mess with them, do something fun together, get caught up in heists, get caught up in spontaneous server battles.
These adventures are always unique and memorable because every person is different. This IS the game.
It sounds like you've programmed yourself to need progression to have fun. Progression is fun, yes. I loved progressing through raid tiers in WoW. But it's certainly not a requirement of fun.
