No, seriously this game does not handle different latency well, people just teleport around, we try to avoid PVP entirely, hence the title that it would be nice if there were PVE servers, PVP zones or a PVP flag ?
Except you earn way less reward in the pve servers.
What's your usual ping in this game?.
Kind of opens up the world to you to experiment, and eventually you can buy your own boat.
you're right though, if they'd actually lean into the pve/co-op part of the game and allow people to play safer seas as though it were a real part of the game (even if separate from high seas) the game would improve immensely. this is an awesome co-op game but greatly hindered by 12 year olds screaming N word at you in the game. this game should be much bigger than it is because it's awesome, but most people aren't gonna put up with the incredible toxicity of high seas for very long if at all.
how many forced pvp games are highly successful and long lived? not many. VERY niche.
If the latency problem persists, and you're not into the cosmetic 'progression", and don't want to deal with other pirates, play Safer Seas. It's good for chill gaming - if you've mastered fighting krakens and skelly ships.
Or, use SoT discord to find crew - it is much easier to coordinate through discord vc and reserve ingame chat for communicating with non-crews. Or sail around finding allies at the start of your session. You'll lose quite a lot of naval battles against other players. But after a while, you can defend yourself better, and decide - whether to play more like the Guardians of Fortune or more like the Servants of the Flame.
Higher Seas feels like a super Hardcore mode for a Solo player on a Sloop and being ganked at anytime without even suspecting it´s a constant as there are a fair share of players going for the sinks and ruinning the day for others just for fun or create content for fans.
The game is missing a middle ground for solo players and I believe the best option would actually be a system that would allow PvP or not by Raising a Flag even if that flag was locked by any condition or a timer or even the session. This way all players would have the chance to play together and as a Solo player would give the chance to team up with random players to easy up some of the hardest Quests.
I would like to have the chance to play and enjoy the game and quests with other players sailing the open world without being robbed while I´m trying to figure things out or having trouble fighting encounters. More of encounters to Co-op instead of PvEing and have a PvP player jumping on us at the same time or after to get the whole hard earned treasure...
But yeah the game struggles because it refuses to want to let players only interested in pve, well, do only the pve without punishing them in some way for daring to not want to pvp.
There's a good reason games mixing pvp and pve tend to have opt-ins, risk to pvping and the like, because otherwise you get a playerbase of sealclubbers harrassing away new players all the time.
Even if it is watered down I am happy, just to play the story line which we liked to do...

I bought 2 $90 retail copies of this through MS 5 years ago and 1 through Steam later after an xbox sub ran out, oh what do you know "there is an error logging into your account" for the MS ones lol.
So I called MS to try and fix our accounts, got disconnected after 40 minute wait and speaking to 2 people, lol.
Mmmm, might have to re-buy under Steam, we did get our value out of the game initially anyway.
NOTE to self and to game publishers: don't put anything under MS auth systems, I'm a coder and well know the confusing rabbit hole that lies in the belly of that beast !
If you're going to re-buy, the game is often discounted -50% on Steam, like a 1-2 week sale every 1-2 months. The latest sale period just finished. Next sale is probably late June / early July. You might want to wait till the next sale, or not. Up to you.
You can still do all missions and world events that are not related to PvP.
Another thing, you're the only ship in the PvE server.
