If you're using an AMD card, this could be a known issue that some people have been having. It doesn't seem to affect all AMD users and Rare has so far staunchly refused to acknowledge it as a bug, but this has been going on for a long time. Searching for "video driver" will show you that there have been a lot of other posts over the past several years with the same issue.

One thing you can try is to see if you can narrow down possible causes for it and then try to avoid them (for instance, in my case I've determined that I cannot sail near or into a storm without crashing), but unfortunately there's really not a definite fix because Rare doesn't acknowledge that it's a problem (possibly because it only seems to affect some people, not a majority of the playerbase).

I have intel uhd graphics
and i can`t enter in the game to change settigns :(
