heres the steps
1. right click Star Wars: Jedi Fallen Order
2. go to Manage - Browse Local Files
3. open SwGame
4. Open Binaries
5. Open Win64
6. use " SwGame-Win64-Shipping.exe" to launch the game
You wont have access to achievements but you will be able to play. lets hope EA either fix there app or shut down there app and let the professionals handle game libraries...

"Had this same issue and EA tech support wasn't much help since their info on how to fix the issue seems out of date. They directed me to fix the install path EA Play has/is using try to find the game in. They wanted me to do so using options that EA play doesn't have for a game that is managed by steam (their options only do so for games on Origin). As the issue seems to be EA Play trying to locate the game in the wrong location.
So i found the fix for this which was something that someone else posted in a similar thread. This fixed everything for me and even am getting my Steam achievements for the game now. The fix requires going into RegEdit and fixing EA play's install directory path for the game that way, so it will look in the right spot.
Follow these steps:
1. hit your windows key and search for "regedit"
2. go to "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Respawn\Jedi Fallen Order"
3. Change the value of the variable "Install Dir" to whatever your install directory is for the game in steam.
