I just asked my friend if he experienced any stuttering on his Xbox One X and he said no.
Looking at this comparison (4:15) it seems like every version of Xbox stutters at transitions just as consistently as on pc. Although the stutters seem to be much less noticeable when you're running the game at 30 fps, might explain why your friend claims to have none.
This is happening constantly though. Every few seconds of gameplay.
I’m not talking about frame drops, I’m talking about the game actually freezing for a second every 30-40 seconds of gameplay.
I reinstalled it on my SSD the other day but it hasn’t helped. I have a 1080Ti and 16GB of ram.

What worked for me was to have all settings on High, playing at 1080p resolution, V-Sync on and FPS limited to... 30. Yeah, not ideal, but I experience almost no stuttering with these settings. The game is surprisingly smooth at that frame rate, and still enjoyable for me. I tried basically all settings, V-Sync off, frame rate cap at 144, 120, 60 and 45, and there was always massive stuttering, it was unplayable even with the frame rate going between 45 to 60 and 60 plus with V-Sync off. What worked for me might not be ideal for everyone else, I am aware playing at 30FPS on PC is ridiculous in this day and age, but in this case it works and the game looks great and plays great. The only other time I had to play a game at 30FPS on PC was with Batman Arkham Knight, a notorious game with similar issues, and that one too played fine with no issues when I limited my frame rate. If you guys have trouble try what I did, and if 30FPS feels smooth and stops the stutter, play the game that way, it´s still enjoyable.
