I don't think I've seen that before. Have you tried turning off motion blur and see if it changes?

Turning motionblur off seems to do nothing. Disabling vsync helps a little. But it's still there but not as noticable. If Im looking up and then turning at the same time it doesnt happen. I have no such problems on other games...

I've tested it extensively, it will be 100% gone if you disable motion blur completely (through the console), mostly gone if you mostly turn it off.

It'll be fine by me. I never liked Motion Blur anyway. But, hopefully a patch will come soon that fully addresses this issue.
