For instance, I have a 1080 FTW, and get 60 fps - at recomended settings. Your card is faster than mine.

I'm actually running really old drivers, 398.82, because I've been playing older games lately. Game looks perfect, so I don't feel like messing with it right now.
Something is definitely wrong, though. What's your dynamic resolution set to in the game's Settings? You don't have it capped to something (like 30) do you? What about Fullscreen / Windowed, etc.. Have you switched those around to see if one works better for you? Maybe just a fresh install of any drivers might help. Doesn't necessarily have to be the latest to work well.

Patches need to happen with this one. Besides, only the first level is decent. The rest is low effort, rushed garbage.
Believe what you want. I'm running it with zero issues with a 1080ti at 3440x1440p. Haven't had any issues with FPS at all.
No problems here on epic settings, so no, its not nonsense.
I got a mediocre system, i7 5820k, 16gb and an asus rog strix 2060OC edition.
I'm not using the latest drivers though, so maybe that somehow makes a difference.
The optimization isn't bad automatically. 1070ti / I7 7700k 16gb ram, 1440p, everything epic but shadows and post processing dropped one level and I have no performance issues.
However some different setups have different issues in any game. It could be a specific driver/software running in the background. Maybe a specific graphics option is bugged on a certain setting. Maybe certain resolutions are running better then others. Or, maybe somebody just doesn't have a properly setup computer to begin with.
There's a hundred issues that could cause performance problems. Whatever is causing some issues isn't global, or else there wouldn't be so many people having no problems. So maybe a patch could repair the few having issues. But the game itself isn't inherently unoptimized.
