My card is a Nvidia Geforce Asus Strix GRX1080 using Asus GPU Tweak to control it. I just changed the profile to Silent to eliminate the issue (thumbs crossed for it not returning)
Just adding that I have the same issue and on reddit there is more people with this issue. Seems to affect rain, smoke, light shafts and similar effects.
I had to enable Debug Mode under Help in the Nvidia Control Panel. That apparently sets the clock speeds to Nvidia defaults.
Just out of curiosity, do you have one of the Xtreme Gaming 8G cards? It seem to be an issue with those. I have a Gigabyte 1070 Xtreme Gaming and the other people reporting this issue on the EA forums have different manufacturers but all are Xtreme

I have an Geforce ASUS Strix GTX1080. i've also read on Reddit now that the downclocking has helped more people :)
I'm getting something very similar, but not as bad.
Did you solve it? Without going to the lengths talked about here, messing with clock speeds and so on? Because I never touch that at all.
