I have an i3-3240 3.4GHz
8GB RAM
NVIDIA GTX 750Ti 2GB
Yet the game runs like absolute crap for me even on lowest graphics.
Requirements aside, I could play on 1440p60fps at the Epic preset, but performance would deterministically tank exactly after opening and closing the pause menu.
If you can put up with that, then the framerate should be fairly stable. Some stutters, specifically when loading a different area, are inevitable as they're related to storage I/O and not shader compilation. Unfortunately this PC port doesn't seem to make good use of the level design and its transition points.
To summarize:
1. launch the game and reach the main menu;
2. from here, choose graphics settings that are appropriate for you;
3. start/continue your journey;
4. avoid opening the pause/customization/databank menu.
You can then catch up on the databank entries at the end of your session, before closing the game.

GitHub discussions on DXVK and Proton, plus the multitude of Windows users reporting the same problem, seem to confirm this is a game bug.
