i mean that you only can use the inquisitor skin in ng+ and no where else...or does it get unlocked for all saves after playing ng+

"Fully Unlocked" save gives you everything right off the bat (story progression will be a mess, but it's playable and you shouldn't get stuck.
"Partially Unlocked" only gives you the double bladed saber, split attacks, Life/Force Essences, and combat skills. You'll have to unlock Force Powers, BD1 Upgrade and traversal equipment (rebreather/claws) through normal story progression.
Hope they'll alleviate your issues with the very lacking New Journey+ mode.
Well good on you for finding a way to do it for those that are throwing a fit over this. Good luck on that broken progression though. and maybe bugs because of the game being designed around progression unlocks.
Alas, there's no way around the broken progression (with the "Fully Unlocked" save). Some scripts and mission objectives trigger when you own a Force Power, or sometimes when you receive a Force Power. For example, the Bounty Hunter who captures you to Ordo Eris doesn't spawn... so you're missing that chapter.
However, despite trying my best, I couldn't get the game to soft lock and get stuck. You can complete late-game objectives, then return and complete earlier parts you skipped - the game will pick up and assign new objectives. I'm impressed by how well the game manages to hold together and stay nearly entirely playable.
If story progression is really important to you, the Partially Unlocked save (should) fully preserve it, while still giving you early access to toys & skills.
