I agree. This should be balanced.
Also, apparently, if you are good enough, you can defeat all bosses without the use of force powers (including heavy attacks) even on Grand Jedi Master difficulty and without taking damage to boot:

This video did show me that I am severly lacking in skills and that my training is not nearly complete. The only saving grace here is, that the creator of that video had to do at least a few tries before he got it right, as all bosses have the familiar glow of holding XP from a former death.
Force pull on other hand make most encounter a joke against commanders. Just pull them in and lightsaber hug.
