WARNING: Spoier alert!
When you return to Bogano to open the Vault, before you head to it, look toward your left and you'll see a short tower-like structure with a catwalk that juts out from the top ( there's a rope hanging from the end of the catwalk). Head toward that structure and go inside of it. Climb up and head toward the end of the catwalk. There is where you'll find #13. Hope this helps!

No, that's #11, can't trigger #13. It really is the faded mural, I think it's a bug, but thanks anyway.
