This is extremely true about DX12 even if "Windows 7 users whom refuse to go to 10" will deny - but my recommendation is get new hardware. it's an expensive venture, but up your budget because since I went this route I do not regret it and it's basically what I recommend to everyone else. Buy hardware not games if possible.
Neither is worse or better than the other. Developers will not be forced to adapt to any API at the users behest. Vote with your own money and don't buy it.
