If you have trouble getting your one or two last agents and experience many weeks without any of those random solo missions to unlock recruiting missions popping up, then there is a specific reason for it: You have already unlocked another special mission that uses a standard regional map in the region where that last agent's mission is supposed to appear. This prevents the recruit search from appearing until that other special mission is done. Unlockable special missions that use standard maps include the three keystone missions, the three optional missions to destroy crossroads nodes and the optional preparation missions for the heists.
I don't know whether agents always appear in the same region or whether it is randomized for every new game, but apparently they all do appear in a specific region and the solo mission to unlock the recruitment mission won't pop up as long as that spot on the map is already "occupied". I discovered this during a regular adventure game when I had 9 agents and didn't get new agent missions for more than ten weeks, but after I cleared a keystone mission in egypt that had been sitting there for the whole time, because I was busy doing the heists first and doing missions for pushing back enemy progress in between, the intel mission to scout for the last agent immediately popped up in egypt.
In conclusion, to get your recruiting done faster, don't unlock too many of the special story missions in the early game at once. As long as you still have two or three unfinished special missions on the map, don't do more spyglass solo missions, send your solo agents gather resources instead (and of course recruiting intel if available) and leave them at home if only spyglass missions are available in one week.
I personally don't recommend creating a custom difficulty game for getting this achievement, it can be done on adventure difficulty, no need to have a third lengthy playthrough.
