If it's the latter, attack them again while they're reviving (they do that sort of hanging in mid-air thing) and they'll die permanently. Just make sure when you do the initial killing blow (i.e. putting them into that revive mode) that you've got an action point left to finish them off.
There is a card that inflicts poison in a radius if you managed to get one.
Debuff cards can be helpful to lower the enemies defence by 40 or 50 percent depending on the level of the card.
Always make sure if you about to kill a flaming skeleton, make sure you have ammo or a unit to finish them off that round or else it will re spawn.
You can also use attacks that knock them down but only use it when u have to because it will leave you open with no defence.
