I assume that the reason there are many more characters than you "need" is to give some flexibility to give wounded or broken characters time to recover. It also allows you to pick different characters for different types of missions depending on how you want to go about completing them. If you have your three favorite characters and prefer to use them for everything, and they never get hurt or break, then you may not need spare characters.
I think this is a worth well long term investment
I do think that getting all 10 or whatever agents does seem kind of pointless, and that's a shame. It would have been nice if each character brought more unique assets or abilities to the table even if they're benched. Or better yet, let us run more than one mission per week.
But this would be a big change and likely require balancing elsewhere as well,
Hi, I wanna ask you, I am able to complete full achievement I can't recruit 11 agent. I've have week 45. She doesn't show. It's possible to recruit last on agents (11) or I've to start new game and disable DLC ?
