But like in X-com there is a capture mechanic.
if your agents "die" in a mission they get captured and you can free them later with a mission.
1) Needs to be healed at base after mission
2) Gets captured, you might get mission to rescue them later
3) RIP
2 seems to be the default option. Every agent must stay alive concerns only the tutorial missions.
(Note that I have not yet experienced this, this is just what the custom game settings tell you when starting a new campaign)
