The Teardown 1.5 update has been well-documented to have broken a substantial number of mods, including TDMP. According to https://github.com/TDMP-Team/TDMP-Launcher-Updater-Public/releases/tag/0.1.0, the last time files were uploaded was the 27th of December, 2022, which was before the Teardown 1.5 update (16th of November, 2023). Whilst the developers were initially attempting to fix TDMP to be compatible with version 1.5, at some point during this process they abandoned their efforts.
As for no one taking over the project, your guess may as well be as good as mine. Developing a mod this complex is a lot of work for many people, especially when you ask someone to do it for free. This may have deterred many modders away. Plus, the modder would need experience in developing multiplayer. In addition, Teardown version 1.6 added external player models. This is an unneeded feature IMO and something I cannot see a lot of people using. Spending that much time developing such a feature can only make me think that a multiplayer update will come in the near future.
In this article from 2022 (https://www.pcgamer.com/one-million-copies-and-5000-mods-later-teardowns-creator-is-just-getting-started/#:~:text=Like%20every%20other%20post-release,its%201.0%20release%20in%202022.), Tuxedo Labs said that multiplayer would be added as a free update in the future. At the time they also said that there were no plans for a paid DLC, and look where we are now. Shortly after they were brought out by Saber Interactive and they pulled a Snowrunner on us and plan to turn the game into a massive cash grab. According to Wikipedia, Saber Interactive believes that the underlying tech behind Teardown's voxel destruction physics can be used to complete with the likes of Minecraft and Roblox, but it's more likely that this was an excuse for buying Tuxedo Labs. However, if Saber does want to be more like Roblox and Minecraft, they will need to implement multiplayer.
