OpenGL way faster than DX12 for me
For me OpenGL is faster, I stay above 60fps+ way more with medium Render and high particles, however DX12 it drops a lot below 60fps until the render is turned down to low, I hear DX12 is better for AMD graphics cards and OpenGL for Nvidia with this game, it probably won't matter too much with higher end cards which one you use, but for me with an entry level GTX 1660 TI mobile it really helps to use OpenGL.

There's no general "AMD does better here and NVIDIA better there" from my experience. It often boils down to driver optimizations made for any given graphics-API for each GPU (architecture). The CPU can also be a factor.

On my R5 5600/RTX 2070-system, the game runs better in DX12 mode, compared to OGL, targeting 1080p/60FPS with high render quality. Both can do 60FPS just fine outside of heavy destruction, but in DX12 mode, my GPU runs quite a bit cooler and by extend, quieter. Also, if the FPS tanks, when blowing stuff up on a larger scale, the framerate does recover much quicker, too.

Yeah, I read the developers response to a post somewhere (I think it was an old post though) stating performance was worse with AMD Graphics cards something to do with lack of OpenGL support or something, if I can find it I will put it here, but OpenGL works better for my setup with this game (Nvidia's support for OpenGL is better than AMD's), my gaming laptop is not as powerful as your setup and DX12 drops below 60fps just driving around a parts (card) until I put the render down to low, however I can put the render on medium with OpenGL and it doesn't drop below 60fps at the same parts.

Different posts but about the same thing:
