I have awful performance on my gaming rig (That's growing a bit long in the tooth, admittedly, but it's still decent), but perfectly acceptable performance on my Steam Deck so I doubt it's a hardware thing.
Try check the resolution, It was laggy for me too because I was in 3840*2160, I try in 1920*1080 and it fixed the bug.
For some reason, the default for teardown in NVIDIA Control Panel was to use integrated graphics for processing and have a 20 fps cap. I fixed this by going into NVIDIA Control Panel -> Manage 3D Settings -> Program Settings -> selecting Teardown and changing the bad settings. Don't know why it did this lol.
I don't know if I can tag people in discussion posts, but if you can could someone tag the dev for me? Might be a good thing to add to like an FAQ or something.
