cannot equip modded tools

I use a trackball mouse to play Teardown which does not have a scrollwheel. As a result, I cannot figure out how to equip modded tools and weapons. I have tried installing the tool menu mod, but when I press "q" nothing happens. Does anyone have any idea what I can do to fix this? Or am I stuck using the default tools forever?
