As much as I sympathise the game description does talk about them
"The moment you pick up your first target, an alarm goes off, and the heat is on. Run, jump, drive, slingshot, do whatever you need to collect all of the targets, and escape before security arrives."
Also, Fine Arts and Insurance Fraud REALLY need to be fixed. They're doable - BARELY.
If they've built in missions that most players can't completely finish, then yeah, there's a balance issue. I'm pretty good at this game and I really struggled with these two.
"Insurance Fraud" - too hard
"The Tower" - too easy
I'd say one of the better balanced ones is "Flooding" - there's a timer, but you've just got to blow some stuff up. it's fun, the timer adds some thrill to it, but it's still a fun and easy mission.
