Upgrades are expensive, plus if your gpu is normally the most expensive component, you're probably gonna stick with it for a while to get the most of your money. That and a lot of upgrades to the turing architecture of the 20 series cards just didn't make as much sense considering the price, and the focus on rtx where you basically had to pay a premium, even if you weren't utilizing the new features of rtx (especially since the 970 was only about $330 at launch)

The GTX 1070 8GB Mini is 270 usd new not used, most people who got their pc mainly for gaming should have at least a GTX 1060.

That is assuming that everyone knows about computer specs and dont buy pre-made PCs.
Not everyone can afford an upgrade.
