is it possible to get all upgrades for all tools with the money you can get?

I haven't completed the game yet and all of my tools are fully upgraded, except for the pipe bombs which is nearly there.

You get enough money throughout to buy all upgrades for all tools currently in-game, and then some.

The only things I still need to upgrade is the max ammo for bombs and rocket launcher (though I really don't need more ammo) and I still have plenty of valuables to find and about $1500 currently.

I believe you'll have to get quite a bit of your money from stolen valuables. Only at like, about 70 points or so do you start getting cash rewards.

Youll have enough for everything. I have everything upgraded right now. Look around the maps for big expensive items.

Unless i've seriously missed some major collectibles, the only way to max out all your items would be to receive cash rewards on rank up.

I'm pretty sure you get a big wad of cash at the end something like 10k. You can also find 3500 in a vault on HollowRock Island, you should see a tutorial somewhere.

you do get cash rewards as you level up.

There is a progression system built in. At first you will get tools. After that you will get tons of money. Plus you can find those hidden valuables in each map that give you extra money. Just finish the main goals in missions. It will bring you a lot of money after the tools.
