You can cut the part with the alarm off of most of the cars without setting it off.
Fine Arts, however, later on, has no such trick. Both of them are beatable with 100% without trickery, but it's very hard and not necessary to unlock every tool.
Unless you mean you can't even get the minimum number without trickery. In that case you should rethink your approach, since it shouldn't be that hard.
Your "trick" got patched a while ago, cutting off the alarm now sets it off.
The car mission (Insurance Fraud) is the only one where I only have 6 of the 7 objectives done. The only reason I didn't get the last car, was that I would have had to destroy almost the entire map to set up the way for myself, which wouldn't end up well performance-wise.
Keep in mind, this is kind of a puzzle-game. It is intentional that you have to think about your strategy and plan things out. On that mission specifically you can carry 2 of the 7 cars to the truck before even starting the timer. The broken down car at the race track and the car on the helipad can both be dragged to the truck with the crane to make it easier.
You can also just watch some YouTube videos on the level to see how other people beat it. I was limited by my PCs performance (although i could have went on with 1 frame per second), but it is definitely possible to beat.
Yes, completing 100% of the Insurance Fraud mission (when you steal cars with the truck) is hard. But possible. I know how I can complete it now. But still figuring out how to do it easier, without setting it up for 2 hours. This is a good thing. It makes the game last a lot longer when there still is stuff to figure out even after many hours of gameplay.
I just have one complaint about it and that is when we need to clear debris to make paths to drive in. It's very tedious and quite boring. I hope they can come up with a solution for that. I like the idea that has been proposed before in the forum, to have a broom tool or something to clear away debris.

You can reposition the greenhouse car if you carefully break the door off with the blowtorch. The hot tub has enough space to sink the supercar under the awning. Everything else is pretty self explanatory.
