My Loadout. 4 shotgun, my "Tactic" is simply hug Zeruchroar and spam shotgun. I am using Gargantua, Knight and Gloom as my partners.
Some people mentioned it already, the dual bazooka arms are truly the way to go. I just started today zeruchroar solo runs (no AI partners either) and depsite trying all the possible builds I could think about, I ended up with a full liberator set (minus arms) with the bazooka arms, a devotion shoulder in order to heal myself during tight moments, and the nightmare alpha forward dash booster to evade all zeruchroar attacks, as the liberator arsenal is slow as hell.
This will also net you something like 35k+ VP making you robust enough.
What I did then was the following: faced him and double attacked him (both bazooka at the same times) when it was in front of me (chest piece seems to take very high damage, and this goes even better on his second phase).
The downside I can only think of is the fact that I have to be very conservative regarding ammo, as I was easily running out of them, when spawning mobs decided to give me a middle finger with no ammo drops.

Edit: Or well, How Bazooka work in general, Hard to hit, Stop you when you shoot it, Not all that powerful, but Very annoying when someone use it against me.
I think you are getting confused, we aren't talking about general bazooka, but ARMS bazooka, it shots really fast and the recoil is non existent.
The catch to it him is when he is going to do its claw attack, or shooting his laser missiles (aka every time he stand stills). It may seems hard at first, but once you get the hand of it it's pretty straightforward.
You are right, I tried to use W Arm Bazooka to fight him, and I win without AI Partners. He Don't have time to Enough Damage, The Only problem is to hit with the Bazooka itself. Because as I say, Zeruch is a active boi

Since you will likely farm him for a long time due to the high numbers of blueprints to collect (and making the process painfully slow due to RNG) I suggest you to equip your arsenal with a whole liberator set (minus the arms, since you will use the bazooka arms ones) along the nightmare alpha forward booster. That beast will have over 35k VP and a very high defense, so that you can be very aggressive and even take damage on purpose in order to keep shooting at him, especially with the attack femto armament.
The only issue I have encountered with this build is risking of having no ammo, which depends on ammo drop rates from mobs spawning at scripted moments (every time zeruchroar's health reach a certain value).

Because I am stupid, I had already done with the Grinding with the shotgun. Is The RNG really that bad? In my case, Average one blueprints drop per fight, one time three come out together.
(Well, using shotgun and fight legit is more fun than the the cheese tactic in my opinion. More involvement from the player.)(More reward in the form of attachment, too.)
Despite people saying that drop is totally random, there is a percentage, making some blueprints harder to drop. The first time I've cleared the investigate zoruchroar mission, it dropped 3 blueprints to me, but I ended up fighting him more or less 50 times in order to get everything from the two zoruchroar missions.
Nightmare omega though is the one who takes the cakes as boring AND RNG wise, as I had to fight it more than 100 times in order to that damn body blueprint to drop.
That's the reason I can't blame cheesy tactics, I had the same trouble with xenoverse 2, but there it was way worse, as later missions had tight requirements, along being overall long missions, making you waste so much time.
