Those three quests refresh daily.
So if you're not quite up to the challenge of facing enemies outside the town yet, you spend your early game grinding those three(two if you dont have the materials) quests while using the training dummies in the Guard's training yard to develop your weapon skills. then rest to advance the day and repeat as needed until you can hire some Mercs at the inn.
Whether you do it with a team or solo, you want to head toward the nearby Tomb outside Brea and farm the Rats/Bats in there for more XP and loot. Once you've reached a certain level/party capacity you'll get a message from Garold triggering the next stage of the main quest.
If you're up to it you can try heading for the Abandoned Farm north of Brea a bit early. Normally you go there during the next stage of Garold's quest but you can go early if you're strong enough. On the eastern side of the map you can do a quest to recruit the Brutewoman NPC party member Soltan for free. Though her quest can be a bit tough if you ain't a strong fighter. Having good persuasion skill can let you completely skip the boss fight at the end and still get Soltan in your party, but the fights leading to the boss fight are still pretty decently challenging for this stage of the game unless you really did some grinding.
In which case you probably already got the message from Garold and you'll have Martina with you for backup. But it CAN be done earlier if you think you can handle it and don't want to spend money on another Merc at the Inn.
I'm not sure if the following trick still works or not but once thing I used to do when I was still learning the ropes of the game was bait Bandits/Wolves into chasing me into Guard Patrols. As long as you dont screw up, the Guards will engage them first. Then you can join and have the Guards as NPC backup.
You can do it with Villagers/Merchants too but they won't move to intercept the enemies like Guard Patrols will.
I have no idea where those repeatable town quests are , theres no indications in the interface and martina already left my party without any indictation on the next step from garlod
