I figured it out... Apparently I was just supposed to know that just because I unlocked tethers, now I'm supposed to hit the green "Training" ship option...which was never explained verbally or in text and wasn't clear because I thought I had finished training.
At least by now, it lets you choose to start training, earlier on in development if they offered training, you had to do it right then. Just started on a ship? No, you gotta go train now.
Now you can finish your ship. x)
Idk, seemed pretty clear to me. It's the only option the game gives you other than continuing your last ship and Weaver is just telling you about how you unlocked some new stuff. This will become a recurring thing every time you unlock new stuff, you do a training ship.
There should be additional ships listed at the selection screen. If there isn't, there should be a training listed. If there isn't, you're save might indeed be bugged somehow.
Some people seem to avoid the tutorial segments.
Perhaps they do not realize that there is essentially free, "no harm, no foul" progress on debt, MPs, and LTs in most of the tutorials.
When starting a game (I've done a number since I am ONLY playing No Revival - "Spares" just make me feel "icky"), I always play with Training turned ON, for the sake of the free progress.
I also try to do the specific Training Objective LAST, after disassembling most of the ship, because the resource charges will re-commence once you complete the last objective, when Weaver says you are good to go for now.
