can't get throwing rings

so i just got the winch, but the throwing rings can't be crafted.

Same here, I've played two games up to the point you get the hitch and hitch rings, but they won't show up in my workbench to craft; plz fix

Never mind, you get the rings after you arrive at the island portion of the quest. Just swim out towards the lights, and then the narrator speaks on it. Then you get the rings. Hope this helps everyone.
