So it's falling far short of schedule. The news tab will show you that are actual updates are maybe three times a year, with a few hotfixes. Otherwise it's all Devlogs and sales and hype posts signposting everything but actual development progress.
So yes, it's in development limbo, which is still a lot better than dead in the water.
