They are free to build, so there's no material cost.
i mean i cant speak for everyone but i hit like 8 times out of 10 and 9 times out of 10 of those misses are because the item was out of range... and id say the friend i play with does about the same.... you just havent bothered trying to get used to the hook
Later in the game there is a train vs train battle. If you want to avoid the fight (you don't get anything out of it other than some regular loot), you'll need to be able to go much faster. Even if you want to fight, it helps to be able to go a little faster.
But yes, generally going slow is better.
I haven't tried using ROFLEMMOS and Gathering Stations. I don't know if they work at speed or not.
You could potentially get enough resources from chests to just blast your way between those locations i suppose, 50/50 chance you manage to maintain your fuel levels doing that.
