Domain Limit Bug

Started a new game in Taiwan and domain limit is stuck at 2, I have a kingdom, ensured peace for 5 years and should be getting another from stewardship. I've seen similar posts with no solution. Pls help.

If your playing as the Mandala or Wanua goverment, then this is not a bug. Those government types have a hard domain limiter. Hover over your domain limit in the top right to see active modifiers.


If your looking to directly hold several tiles, switch to either clan, feudal, or Admin government
