Custom ruler option not working?

Is the custom ruler option not working for anyone else? I go to customize and its not doing anything for me.

Same, click on it and it just sits there. The map seems broken on the create ruler screen as well. The country border lines are not matching with the map.

Yes, I just downloaded the game for the first time yesterday, played the tutorial and tried to create a custom ruler for my next play through. Create Your Own Ruler button acts as though it is working but no changes. CPU fine, no crash, just no reaction in game.
