Cannot Offer Female Concubines as a Female ruler

Description - I am playing as a female Wanua ruler off the coast of the Tang, and I want to try and kowtow to the Tang and offer a suitable tribute off a Concubine but it will only let me select men who the Emperor has no interest in because he is heterosexual. I have multiple women in my court and prisons who are all single some lowborn some noble, none are in religious roles or have jobs. the Emperor also has less Concubines than his maximum.

Steps to Reproduce - Play as a new custom female ruler near China and try to kowtow and give tribute of concubines.
