Celestial/Admin inheritance as Emperor
Maybe I am wrong but when I play, for example, the hegemony Emperor of China I believe I keep inheriting titles which have a administrative succession.

It's a bit annoying as IIRC you can be penalized for appointing a non-correct Rank person to a title but can't see their title when appointing and I'm spending time replacing titles at every level

Thoughts?

There's a sorting function when handing out titles that lets you sort by merit rank. It wasn't an option when AuH came out but it's there now. Use that when handing out Celestial/Meritocratic titles.

As for why you keep inheriting the titles, that's a good question. They're supposed to be inherited by whoever is eligible next in the merit rankings. The only time I've had to hand out titles myself is when I create new titles. You shouldn't really be inheriting them when you're the emperor.
Are you holding capital exams?

keep in mind the AI has to pass certain exams to qualify to hold certain title levels.

Good point. Maybe that's it. Hard to tell but I think there might be a lack of qualified people? Thanks
