"Chaos is a Ladder" Achievement??? How???

I just got the "Chaos is a Ladder" achievement and genuinely I have no idea how? I was wondering if anyone might have any ideas? I'm playing in China, have never been anywhere near Byzantium, and it just popped up on my screen out of nowhere? Any thoughts how it could have happened?

Do you have dynasty members who are in the B.E?

or are you marked as a Dominant Vassal in China?

Theres some weird overlap with old Achievements with the various admin governments that never got proper description fixes

Ahhh, yes I'm marked as a powerful family In China maybe the territory spread or something?

Dominant is a bit different then powerful.
You'd have to hold over half of empire without being the ruling family.

That's even more confusing then because I didn't, nothing had changed from my perspective recently (just hanging out controlling my dutchy, which I'd had for several in game years by that point) when the achievement suddenly popped. Does it still count if a Dynasty member does it? I had quite a large extended family by that point so that's still possible maybe.
